(107) Freedom of the press - which encompasses the freedom of all types of media - is freedom of speech
institution. Namely, the increasingly complex and diversified nature of the press's activities
in addition to - above all, the expression of opinions, the formation of opinions and
it is a tool for obtaining information that is essential for forming an opinion. Freedom of speech
its privileged nature also applies to the freedom of the press in this regard, and is subject to the
double verification of freedom: the importance of freedom of the press is determined by the subjective fundamental right and the

(108) The privileged role of freedom of speech means that, on the one hand, it must only be exceptionally
